Livejournal-- or LJ clone dreamwidth, which has different privacy, accessibility, and advertising policies-- are incredibly easy to use and much easier to develop a sense of community with than other blogging platforms. I syndicate my wordpress blog to LJ and DW and in general get a lot more comments on LJ and DW than I do on my "real" blog, in part because it's easy to leave comments on other blogs and in communities on those platforms.
The blogs are also INCREDIBLY easy to set up, customize (to a degree), and use.
I prefer, ultimately, to host my own WP blog because I can control so much more of it, from appearance to content. But LJ and DW are fantastic resources, and someone just dipping their toes into the world of blogging should find them easy to use.
