How to vet potential guest bloggers?

I've looked through the threads and haven't seen anything that could potentially answer this question. So if I missed it, please let me know and I'll delete this one.

My blog has been getting more traction, which I am excited about, as I understand it can be a slow process. I've had two individuals approach me regarding potentially guest posting on my site. One of which emailed me about 4 days (and then 2 times in between) ago and has now withdrawn her offer; although, she did say I could contact her in the future. Life happened and I didn't have the chance to write her back in time. So my questions are:

1. Is it reasonable to expect a few days before bloggers are able to respond to one's request? If so, should I add a disclaimer stating that it may take me 7-10 days to respond.

2. How do I vet a potential guest blogger? I don't want to end up being taken advantage of, because I am a fairly new blogger and allow some person with fraudulent credentials guest post on my blog.

Hi, you should jump at the chance of people offering to guest post on your blog. Just set up rules such as the guest post has to be unique and there website has to at least 6 months old.

There are websites such as copyscape to check if content is unique and whois to check how old there website is.

Google loves fresh content and if your getting it for free even better.
